Due to the increase in COVID 19 cases, in theAMBA region, President Alberto Fernándezestablished, through Decree 576/20, a new period of mandatory preventive isolation to be in force until July 17th, 2020. The decree provides for the expiration, as of July 1st, 2020, of all the circulation permits already issued (which should be processed again), restraining the activities that had been previously authorized. The only authorized activities (regarded as “essential”) will be the following:
1. Health Personnel, Security Forces, Armed Forces, migratory activity, National Meteorological Service, firefighters and air traffic control.
2. High authorities of the national, provincial, municipal and City of Buenos Aires governments;and public sector workers of said governments, summoned to guarantee essential activities required by the respective authorities.
3. Personnel of the justice services on duty, as established by the competent authorities.
4. Foreign diplomatic and consular personnel accredited to the Argentine government, within the framework of the Vienna Convention on Diplomatic Relations and the 1963 Vienna Convention on Consular Relations and staff of international organizations accredited to the Argentine government, from Red Cross and White Helmets.
5. Persons who must assist others with disabilities; family members requiring assistance; older people; children and adolescents.
6. People who must attend to a force majeuresituation.
7. People affected to the performance of funeral services, burials and cremations. Meetings of people are not authorized within that framework.
8. People affected to the attention of schoolcanteens or community snacks or dinings.
9. Personnel that works in audiovisual, radio and graphic communication services.
10. Personnel affected to public works.
11. Wholesale and retail supermarkets and local retail stores. Pharmacy. Hardware stores. Veterinary. Gas cylinders supply.
12. Food industries, their production chain and supplies; personal hygiene and cleanliness; of medical equipment, medicines, vaccines and other health supplies, in the terms of article 3 of Administrative Decision No. 429/20 which clarifies that in article 6 paragraph 12 of Decree No. 297/20 reference to food industries will be understood as those that make up the value chain and inputs of the productive sectors of food and beverages, personal hygiene and cleaning, medical equipment, medicines, vaccines and other sanitary supplies.
13. Activities related to the production, distribution and marketing of agriculture and fishing.
14. Telecommunications, fixed and mobile internet and digital services activities.
15. Non-deferrable activities related to foreign trade.
16. Collection, transport and treatment of urban solid waste, dangerous and pathogenic.
17. Maintenance of basic services (water, electricity, gas, communications, etc.) and emergency response.
18. Public passenger transportation, transportation of goods, oil, fuels and LPG.
19. Home delivery of food, medicines, hygiene products, cleaning products and other essential supplies.
20. Laundry services.
21. Postal and parcel distribution services.
22. Essential surveillance, cleaning and guard services.
23. Minimum guards to ensure the operation and maintenance of Oil and Gas Fields, Oil and gas treatment and / or refining plants, transportation and distribution of electrical energy, liquid fuels, oil and gas, fuel vending stations and generators of electric power.
24. Argentine Currency House, ATM services, cash transportation and all activities authorized by Argentine Central Bank.
25. Operation of Nuclear Power Plants. Hotels affected to the health emergency service. Airport operation. Operation of garages and parking lots with minimum staff.Restaurants, prepared and fast food stores, with home delivery services. Circulation of the ministers of the different cults for the purpose of providing spiritual assistance. All this in the terms of Administrative Decision No. 429/20 article 1, paragraphs 3, 4, 7 and 10 and article 2.
26. Registration, identification and documentation of people, in the terms of Administrative Decision No. 450/20, article 1, subsection 8.
27. Circulation of people with disabilities and professionals who serve them. Customer banking service, exclusively with a shift system; all in the terms of Administrative Decision No. 490/20, article 1, paragraphs 1, 2 and 3.
28. National and provincial registry activity, with a shift system and minimum guards. Tax collection offices of the Provinces, municipalities and theCity of Buenos Aires’ Government, with shift systems and minimum guards.Centres for the care of victims of gender violence. Scheduled medical and dental care, preventive and monitoring of chronic diseases, with previouslyscheduled shift system. Clinical analysis laboratories and diagnostic imaging centers, with previously scheduled shift system. Optics, with previously scheduled shift system; all this in the terms of Administrative Decision No. 524/20 article 1 subsections 2, 3, 5, 6, 7 and 9.
29. Transfer of children and adolescents, under the terms of Administrative Decision No. 703/20.
30. Personnel of the ArgentineSocial Security Administration -ANSES-, under the terms of Administrative Decision No. 810/20 article 2, paragraph 1.
ARTICLE 14.- OTHER EXCEPTIONS WITH RESTRICTION TO THE USE OF PUBLIC TRANSPORTATION OF PASSENGERS: People affected by the activities and services mentioned in this article are also exempt from compliance with social, preventive and compulsory isolation, provided that their employer guarantees the transfer of the workers without the use of the public service of transport of passengers of buses, trains or subways:
1. Industries that are carried out under continuous processes. Biofuel production and distribution. All this, in the terms of Administrative Decision No. 429/20, article 1, paragraphs 1 and 2.
2. Sale of supplies and construction materials provided by builder’s warehouses. Activities related to the production, distribution and commercialization of forestry and mining. Tanneries, sawmills and wood products factories, mattress factories and road and agricultural machinery factories. Exploration, prospecting, production, transformation and commercialization of nuclear fuel. Essential maintenance and fumigation services. All this in the terms of the Administrative Decision No. 450/20, article 1, paragraphs 1, 2, 3, 5 and 6.
3. Workshops for maintenance and repair of motor vehicles, motorcycles and bicycles, exclusively for public transport, vehicles of the security forces and armed forces, vehicles affected to health benefits or personnel authorized to drive, in accordance with current regulations. Sale of spare parts, parts and pieces for automobiles, motorcycles and bicycles only under the modality of door-to-door delivery. Manufacture of tires; sale and repair of these exclusively for public transport, vehicles of the security forces and armed forces, vehicles affected to health benefits or personnel authorized to drive, in accordance with current regulations. Sale of bookstore items and computer supplies, exclusively under the modality of home delivery. All this in the terms of Administration Decision No. 490/20, article 1, sections 4, 5, 6 and 7.
4. Economic activity developed in Industrial Parks.
5. Production for export, with prior authorization granted by the MINISTRY OF PRODUCTIVE DEVELOPMENT. Those exporting industries that require inputs produced by others whose production unit is located in places covered by article 11, must request the operation of said suppliers from the MINISTRY OF PRODUCTIVE DEVELOPMENT. Sale of ready-made merchandise from retail stores through electronic commerce platforms; telephone sales and other mechanisms that do not require personal contact with customers and only through home delivery. Experts and claims liquidators of insurance companies that allow the settlement and payment of claims reported to beneficiaries and beneficiaries. In no case may customer service be provided in person and all procedures must be done virtually, including the corresponding payments. All this in the terms of Administrative Decision No. 524/20, article 1, paragraphs 4, 8 and 10.
6. Personnel affected by the demolition and excavation activity due to emergencies (Administrative Decision No. 763/20, article 1, Annex I, point 5 and corresponding for the rest of the jurisdictions).
7. Sports practice developed by the athletes who are classified for the XXXII Olympic Games, under the terms of Administrative Decision No. 1056/20.
